Invitation to Tender: To Deliver Trainee Entrepreneur Programme

Dept of Employ Affairs and Social ProtectionWCD invites tenders from suitably qualified organisations and individuals to deliver a Trainee Entrepreneur Programme in Mullingar from March 2018 to August 2018 

The Trainee Entrepreneur Programme is a special DEASP Community Employment Scheme, aimed at delivering a business development programme to unemployed people with a business idea, and is part of the Social Inclusion and Community Activation Programme for 2018 - 2022.

The course will be run for one full day per week over 24 weeks with 18 participants, with setting and monitoring of assigned tasks for participants to work on over the remaining 12 hours of their week outside of programme contact time, to develop the participants’ business idea.

It is expected that participants will progress to developing a business supported by the Back to Work Enterprise Allowance administered by the Dept. of Employment Affairs & Social Protection. It is required that the successful tender will have extensive experience in delivering enterprise training to the target group.

A third level qualification in a business related area is essential, combined with experience of delivering training to groups.

The course provides QQI certification at Level 5.  The administration of required documentation, guidance and monitoring of client portfolio and the grading of same are required from the consultant.

The tender needs to contain;  


Programme Content – a  detailed curriculum covering the following areas for group sessions and assigned tasks;

  • Enterprise Concepts
  • Taxation
  • Sales and Marketing
  • General Business Management
  • Finance
  • Book-keeping and accounts.
  • Investment & retirement planning
  • Managing Personal Development
  • Business Planning
  • IT for Business
  • Business Law
  • And any other relevant modules.


A tender price, to include all costs including room hire.


A current tax clearance certificate

Tenderers may be requested to make a presentation to WCD on their tender.

The successful bidder will be required to be available to commence delivery of the programme in Mullingar in March 2018.

The successful bidder may be offered a second programme in July 2018, based in Athlone, subject to satisfactorily completing the tender requirements.
